  General Ivanov received an order to quickly build military facilities on the defensive line assigned to him.
  
  The General began to carry out the order with energy.
  
  Soon they brought him a stack of papers to sign. The height of the "paper tower" was about one meter.
  
  The General trained his right hand with special exercises and continuously signed the necessary papers.
  
  The first multi-ton truck with construction materials had not yet appeared, when the auditor of the Accounting Chamber arrived to the General Ivanov.
  
  The auditor presented the General with an official identification card, an order for an inspection, and deftly pulled three pieces of paper out of a meter-high "paper tower."
  
  He immediately sat down at a desk and wrote Act (an inspection report). It followed from the Act that the width of the road, which was to be laid to the underground bunker planned for construction, was narrowed by three centimeters, and the cost of one linear meter of road was overestimated by fifteen percent. In addition, the wrong metal grade is indicated in the design and contract documents; and M-400 concrete is indicated instead of M-550 concrete.
  
  The auditor handed a copy of his Act to General Ivanov against receipt and left for the location of General Popov.
  
  General Ivanov began to read the Act drawn up by the auditor of the Accounts Chamber.
  
  At that time, the adjutant brought him a printout from the website of the 'Only Pravda' online newspaper. Journalist Alenin wrote that one of the workers hired to build the road to the underground bunker had repeated troubles in his homeland. The journalist hinted at possible sabotage on the part of this worker. And the chief engineer assigned to the construction of the underground bunker, as journalist Alenin found out, proved himself during the construction of the famous dam, the long-suffering stadium and theater (with many underground floors). A particularly unpleasant detail in Alenin's investigative journalism was the long-suffering theater with many underground floors.
  
  At this time, General Ivanov received a call from the acting high-level official about some minor issue related to the spring recruitment for military service. The General promised to resolve a minor issue, and, at the same time, mentioned journalist Alenin.
  
  The acting high-level official said he would investigate the issue.
  
  Soon, journalist Alenin found out that he had been fired from Only Pravda, and when he returned home, he found an important sheet of paper. Alenin began to write indignant posts on the Internet.
  
  The Commissioner for Human Rights drew the attention to these posts of journalist Alenin. He requested all the necessary documents, confirmed the correctness of the facts stated by Alenin, achieved both the cancellation of the important paper received by Alenin, and the reinstatement of Alenin as a correspondent for the online newspaper Only Pravda. The Commissioner for Human Rights was not stopped by phone calls out of important offices from influential people.
  
  All this pleased Alenin, and he began to explore with even more energy the past of those workers and employees who were involved in the construction of the road and the underground bunker.
  
  General Ivanov slammed his fist on the table in angry. Referring to the Act (Inspection Report), he corrected the design and contract documents.
  
  After reading Alenin's materials and learning that he had been reinstated, the General fired the people Alenin mentioned and hired those with a more positive reputation.
  
  The road to the underground bunker was built well. Moreover, during the construction, the aforementioned auditor of the Accounting Chamber came, supervised the construction, the supply of building materials, and took samples of crushed stone and sand. The auditor was not confused by periodic signals warning of artillery and rocket attacks.
  
  Alenin continued to show his abilities for insight; thus, all the work during the construction was carried out correctly - in accordance with the project and laws.
  
  Finally, an underground bunker was built, and General Ivanov began to inspect the constructed facility. He went down to the lowest floor and checked the ventilation system.
  
  At this time, the signal of missile danger began to sound.
  
  A few moments later, an explosion was heard. The explosion was followed by a blow and a shaking of the ground.
  
  Meanwhile, in the capital, one of the construction contractors testified that during a meeting with General Ivanov, he noticed an unusual smile on the General. According to this contractor, the General's unusual smile could indicate a corrupt initiative.
  
  Competent people were sent to the General.
  
  They drove up to the underground bunker on a bukhanka ('bukhanka' - UAZ-452 - four wheel drive off-road van - all-wheel drive minibus, from 8 to 11 seats in the cabin).
  
  However, when they saw the bunker hit by the rocket, they postponed their planned activities and went back to the capital.
  
  Meanwhile, General Ivanov struggled out of the underground bunker. Several floors of the bunker were destroyed by a direct missile hit, but thanks to competent construction (using the right grades of steel and concrete), the lower floors of the bunker withstood a direct missile hit.
  
  The General looked up at the blue sky...
  
  At that moment, he remembered the auditor of the Accounting Chamber, the journalist from Only Pravda (and the Commissioner for Human Rights).
  
  " Let they go directly into ..." General Ivanov said loudly. And then he added peaceably: "... to a sanatorium in the city of Zheleznovodsk!"
