The Monologue about WWF, grains, tares, and the Bureya situation
1. A reason for reflections.

WWF showed a concern of the ecosystem of the Bureya after breaking landslide
15 MARCH 2019 49
Representatives of the world wildlife Fund (WWF) made a proposal to monitor the Bureya river in the Khabarovsk territory after blasting operations on the river. According to ia "Khabarovsk territory today", the organization expressed fears that after the elimination of [the Bureya] anomaly a suspended and toxic substances could get in the water that will adversely affect the environment.
- As explosive works are carried out directly in the river, it has an impact on the state and life processes of nearby ecosystems - both aquatic and terrestrial, - says Oksana Nikitina, WWF Russia project coordinator for the conservation of aquatic ecosystems.
The representative of fund noted that after a spring flood the level of Bureya will rise and a large amount of suspended substances which will make toxic impact on an ecosystem will come to the river. Similar assessment was stated also by other employee of WWF.
- Since such a case is the first of its kind, it is necessary to learn from it, - said the Director of the Amur branch of the Fund Peter Osipov. - In this situation, it is extremely important to monitor water quality, selecting and analyzing samples, studying the reaction of living organisms to such intervention.

- The initiative of WWF of carrying out the analysis of a condition of water in Bureya is not deprived of the basis, - says the acting head of department of water management of the Amur Basin Water Administration of Federal Agency for Water Resources Nikolay Yefimov. - The Fund has the means and opportunities to attract scientists, there is scientific potential in the region. Their fears are clear: downstream [on Bureya] a wetlands, habitats of Red Book Far East storks, sea eagles... are located. On our part, the monitoring of the reservoir has already been ordered, in may we will hold a competition to analyze the work of the reservoir in the new conditions and, possibly, to establish a new mode of operation of the Bureyskaya HPP. This is a purely practical goal, and if WWF plans to conduct an environmental assessment of the situation, let them do... " [https://todaykhv.ru/news/society/19030/]
2. A Little of a history.
"To drag there equipment is unreal, ..., but by means of blasting it is possible to make. Naturally, nothing globally good for the emerging ecosystem of the Bureya reservoir will happen, but nevertheless, this is probably the only way out" - the words of Peter Osipov (Http://www.amur.info/simple/2018/12/27/9565; 27 December 2018, 22: 31).
3. Whether research is needed.
I think it's obvious to everyone that research is useful. There are questions: what is the reason for research, what is their program, what is their cost, who pays, etc.?...
4. A some reasons which are represented obvious to the nonspecialist.
I do not consider myself the expert in explosives and in issues of influence of explosions on the water environment.
But I believe obvious:
A) Existence of practice of explosions in water. Judging by the general information background, no especially toxic influence of explosions (at use of "usual" explosives) on the water environment is available.
B) In the Bureya River there is a movement of water - a river current. Therefore, "the weighed particles" with high probability cannot remain on the place of explosions. And now they move along the Bureya River and Amur River towards the Pacific Ocean ...
C) Even if toxic impact on the water environment also took place (eventually everything influences everything), then even at this option restoration of hydraulic communication between the "top" and "lower" parts of the Bureya Reservoir would be a priority task.
5. How to separate the "grain" from the "tares" in relation to the Bureya situation and in connection with the announced need of "researches".
I unambiguously carry to number of "grains" positive option [results] of activity of military engineers, other military personnel, all those who participated in the solution of "The Bureya problem".
I do not exclude that "researches" are the "grains", also.
To a "tares", as it seems to me, it is possible to carry the wrong information accents capable to confuse the population. Some confusion, some disorientation of the population is possible with those formulations that are used to justify the need for "researches".
In the accepted formulations the false accent is felt. Allegedly, backdating, someone intends to find something "not absolutely good" in activity of military engineers.
I do not think that dear experts motivating need of "researches" did not use motor transport (or the water transport). But it is well-known that use of motor transport (or the water transport) pulls for itself a loop of the negative ecological phenomena.
Let's tie an environmental studies and an adverse environmental effects of trips (voyages) of respected experts! - Sounds a little weird. And even artificially.
So, the idea of research is magnificent. But the ancient folk ecological wisdom calls for NOT IMPOSING SHADOW ON a FENCE [that is: NOT to CONFUSE an ISSUE].
Or, in other words, to separate a "grains" from a "tares".
