(I will dare to assume that the visit will not be limited to attempt of rescue of killer whales and white whales. A wide tour of Russia with familiarization with the practice of nature protection is possible...).
Thirdly, dear Jean-Michel Cousteau, judging by his letter of March 6, 2019, is focused on the solution of a specific practical (scientific? humanitarian?) of the problem - he focuses on the rehabilitation and release of marine animals.
He is a foreign citizen. And for obvious reasons, for him is "awkward" to raise the questions of stopping (of banning) the capture of whales and other marine animals, changing the Russian environmental legislation, the elimination of"whale prison".
But if the efforts of many concerned defenders of marine animals ended in some kind of trick (the release of some animals and filling the "whale prison" with other animals), it would be a strange result of a broad social movement.
