Comparing two tax notices: number 16302425 dated 03.08.2020 and number 38939129 dated 01.09.2021, I realized that the object of taxation

Naturally, I was concerned and sent an application, dated October 01, 2021, to the tax authority, in which I asked to issue me a tax notice and a corresponding receipt for paying property tax (for the above-mentioned real estate object).
After receiving the answer, I realized that the reasons for my concern had not disappeared.
I decided to contact the Office of the Federal Tax Service for the Rostov region.
I prepared a detailed statement.

Dear employees of the Federal Tax Service of Russia in the Rostov oblast!
I am addressing you on a matter related to state interests.
In the city of Rostov-on-Don there is a real estate object located at the address: Rostov-on-Don, Muscatnaya str., 32/34.
This property was put into operation in 2000, passed state registration.
This house has existed, exists and will exist (the period allotted to it).
This object of taxation was specified, for example, in the tax notice number 16302425 issued to me from 03.08.2020. The tax was calculated, presented to me for payment and paid by me.
In the tax notice number 38939129 dated 01.09.2021, this object of taxation is not taken into account. Accordingly, the tax on this object has not been calculated, has not been presented for payment, and has not been paid by me.
Naturally, as a responsible citizen, concerned about the implementation of state programs, I applied to the Interdistrict Federal Tax Service of Russia No. 23 in the Rostov Region (application dated October 1, 2021).
In this application dated October 01, 2021, I asked to issue me a tax notice and a corresponding receipt for the payment of property tax (for the above-mentioned real estate object).
I was given a response dated October 15, 2021 No. 06-10/034888.
This answer is compiled by a qualified, highly educated civil servant, but not by a State Official.
Let's remember a State Official, a StatesMan - let's remember the respected Minister Alexander Pochinok - who contributed to the launch of unmanned aerial vehicles over the Moscow region in order to identify real estate objects - objects of taxation. He collected taxpayers and persuaded them to pay taxes.
In this case (which I am writing about), the taxpayer does not hide anything, he insists on paying from his side (the taxpayer) the required tax.
In the competent, qualified response dated October 15, 2021, No. 06-10/034888, however, I did not see any concern for the state interests.
The real estate object (house) existed, exists and will exist (the period assigned to it). The taxpayer not only hides nothing, but he asks to be given the opportunity to pay the tax.
The state body to which I applied on October 1, 2021, has all the information in order to activate the state mechanism and protect state interests.
But, however, I did not find any information about any measures taken in the response dated October 15, 2021 No. 06-10/034888.
Apparently, this issue is in a different competence - in the competence of a higher-level state body.
I ask the Federal Tax Service of Russia for the Rostov oblast to issue me a tax notice and a receipt so that I can pay the property tax of individuals on the specified object of taxation (Rostov-on-Don, 32/34 Muscatnaya Street; I own half of the object).

For a tax notification, I am ready to come personally to the Interdistrict Federal Tax Service of Russia number 23 in the Rostov region (Selmash Ave., 90/17a), where I have already received tax notifications number 16302425 from 03.08.2020 and number 38939129 from 01.09.2021.
