An ordinary person (not holding an important official position), starting to complain or appeal to high authorities, finds himself as a kind of small actor interacting with a kind of Leviathan.
Accordingly, he tries to minimize the number of topics and questions in relation to which he experiences a feeling of discomfort or displeasure. Can he be dissatisfied with everything? Is the sky, at least, blue? The sun is shining?
For example, when I personally received the first response that was given to me by the District Inspectorate, I discovered that the copies were not identical - the copy that I received in my hands (personally) and the copy that remained in the possession of the Inspectorate, that is, the copy on which I put my sign as proof of receipt of the document by me. For example, in two different copies, the spelling of the date and document number was clearly different.
Of course, a person who had little to do with office work might not have noticed anything ... The situation is not entirely familiar, habitual ... Someone else's official premises ... It takes seconds to put a sign on the document ...
Before I received an answer, I spent a lot of time in the inspection, the time, which was spent on organizational issues. In general, the address to me that day was polite and civilized.
Although there were moments when the "curtain opened," and I felt like a petitioner from Nikolai Nekrasov's "Main Entrance" ["Reflections on the Main Entrance"]. ("Someone shouted to the doorman: Drive them away!! ...").
In general, when I finally saw the answer, and when I needed to sign for its receipt, and when I drew the attention of the inspection official to the non-identity of the copies, then I heard: "These are the same texts!" This person did not deny the difference in the spelling of the date and number, but he did not comment on this circumstance, he bypassed this topic in silence.
What was I to do?
I do not receive a salary in the system of tax authorities. It's not so easy for a little man to argue with Leviathan.
To waste my time - ad infinitum?
In general, in that particular situation, I tried to read the copies, compare them (in a hurry); then I put my sign, and took the answer.
Naturally, at first I was not going to recall this detail.
State interests are at stake. Well, let's say, not identical copies ... What follows from this?
However, then there was a story about tax secrets and about sending me a letter by (regular, not e-mail) mail. I have not received this letter to date.
I again left this circumstance out of brackets.
But here's what caught my attention when I received a response dated December 23, 2021.
According to the rules for processing business papers - in Soviet times, the corresponding GOSTs [rules] were adopted on these issues - in the answer, in particular, the recipients and addresses of the recipients of the business paper are indicated (written).
In the answer I received, only one recipient is indicated - that is, Zalessky. My email address is written, too. No other recipients have been specified.
However, at the end of the text there is information about the direction of responses and applications to the second and third addresses.
For example, allegedly, "Applications ... -" gf_Zalessky V.V._response-mystery.pdf " 1 sheet. In 1 copy. To the 2nd and 3rd addresses."
Naturally, I did not receive any applications. Of the files that were attached to the e-mail letter, I was able to open only the file with the response. Another file, as I understand it, was related to the survey about my attitude to the answer. But this second file didn't open. Nothing prevents me from making another 10, or 100, attempts ... However, I am not inclined to learn "tax secrets". Why do I, an ordinary taxpayer, need "tax secrets". History teaches that it is better to know fewer different secrets ...
However, if there is a second and a third address, and in the copy (which I received) only one address (mine) is indicated, then, therefore, I have the right to assume that there is another copy of the answer, where all three addresses are listed. So, quite possible, a two non-identical response instances were prepared. What's this? A common, a regular practice?
Or maybe there are three different instances? Or four?
In general, all this was superimposed on the memories of receiving the "first" (non-identical) answer and of not receiving a letter by (regular, not e-mail) mail about "tax secrecy".
If the making non-identical copies of answers is really an established practice, then this is interesting ...
Such a hypothetical practice opens up possibilities for modeling different realities for different spectators and for skillfully misleading the Nekrasov's characters ...
